Leigh is Managing Director of the International Institute for Strategic Studies (IISS) Americas. She leads operations and outreach for its Washington office, connecting stakeholders across the Americas to the Institute’s global policy research and convening power.
Her career spans more than 20 years at the intersection of research, higher education, and policymaking. She has held senior roles at the Brookings Institution, the Council on Foreign Relations, and the Harvard Kennedy School, and previously served as Executive Director of the Association of Professional Schools of International Affairs (APSIA).

As Chair of PPIA’s Board, Leigh brings a deep commitment to expanding opportunities for underrepresented talent in international affairs. Her focus is on cultivating the next generation of policy leaders.
She has studied and worked in Hungary and Bulgaria, bringing an international perspective to her work across institutions and communities.
